Prepare Rice & Aromatics
Rinse rice
Place the long-grain rice in a fine-mesh sieve and rinse under cold running water, stirring with your hand, until the water runs mostly clear (about 30–45 seconds). Drain thoroughly. This removes excess starch and helps keep the rice fluffy.
Finely chop the onion, mince the garlic, and dice the red bell pepper (if using). Measure out spices so they're ready.
Cook Aromatics and Toast Spices
Add the diced red bell pepper and cook 2 minutes more. Stir in the minced garlic and cook 30–45 seconds until fragrant, taking care not to burn the garlic.
Stir in the turmeric, ground cumin, and ground coriander. Toast the spices in the oil for 20–30 seconds until aromatic. This blooms the spices and deepens their flavor.
Combine Rice and Simmer
Add the drained rice to the pot and stir to coat each grain with the spiced oil and aromatics. Cook, stirring, for 1–2 minutes to lightly toast the rice — this helps keep the grains separate.
Pour in the chicken (or vegetable) stock and the 1/4 cup water. Add the bay leaf, salt, and black pepper. Stir once to combine, scraping any browned bits from the bottom of the pot.
Increase heat to bring the liquid to a gentle boil. Once boiling, reduce heat to the lowest simmer, cover the pot tightly with a lid, and cook undisturbed for 15–18 minutes, or until the liquid is absorbed and rice is tender. Do not lift the lid during this time.
Finish Rice
Once the rice has absorbed the liquid, remove the pot from heat and keep covered. Let it steam for 8–10 minutes — this completes cooking and yields fluffy rice.
Remove the lid. Discard the bay leaf. Gently fluff the rice with a fork to separate the grains. Stir in the butter (if using), frozen peas (if using — the residual heat will warm them), lime or lemon zest, and chopped cilantro. Taste and adjust seasoning with additional salt and pepper if needed.
Serve the yellow rice hot with lime or lemon wedges on the side.
