Preheat and prepare fillets
Preheat the oven to 200°C (400°F). Pat the tilapia fillets dry with paper towels and place them on a lightly oiled baking sheet or in a shallow baking dish in a single layer.

Brush or rub both sides of each fillet with 2 tablespoons olive oil. Sprinkle kosher salt, 1 teaspoon black pepper, 1/2 teaspoon garlic powder, 1/2 teaspoon paprika, and 1 tablespoon lemon zest evenly over the fillets.

Let the seasoned fillets rest at room temperature for 8–10 minutes while you make the sauce to allow flavors to marry and the fillets to come slightly toward room temperature.

Bake the fillets in the preheated oven for 10–12 minutes, or until the fish flakes easily with a fork and reaches an internal temperature of about 62°C (145°F). Baking time will depend on thickness (thicker fillets may take up to 14 minutes).

Remove fillets from the oven and transfer to a warm serving platter. Tent loosely with foil to keep warm while you finish the sauce (reserve the baking dish juices if any to add to sauce if desired).

Prepare aromatics
While the fish rests (or before baking if you prefer), finely mince the shallot and mince the garlic. If using wine, measure it; otherwise have chicken broth ready.

In a 10–12 inch skillet over medium heat, melt 2 tablespoons unsalted butter. Add the minced shallot and sauté for 2–3 minutes until translucent and softened but not browned. Add the minced garlic and cook 30–45 seconds until fragrant.

Make a roux and deglaze
Sprinkle 1 tablespoon all-purpose flour over the shallot/garlic mixture and cook 1 minute, stirring constantly to eliminate raw flour taste. Slowly pour in 60 ml dry white wine (or chicken broth) while whisking to deglaze the pan and form a smooth sauce base.

Whisk in 120 ml heavy cream, 2 tablespoons fresh lemon juice, and 1 teaspoon Dijon mustard. Bring the mixture to a gentle simmer over medium-low heat and let it thicken for 2–3 minutes, stirring frequently. If the sauce becomes too thick, add 1–2 tablespoons water or broth to reach desired consistency.

Stir in 2 tablespoons rinsed capers, 2 tablespoons chopped fresh parsley, 1/2 teaspoon salt, and 1/4 teaspoon black pepper. Taste and adjust seasoning—add a little more lemon juice or salt if desired. If you reserved any juices from the baking dish, whisk up to 1 tablespoon into the sauce for extra flavor.
