Initial Cooking
In a pot, place the pork belly and cover it with water. Bring to a boil and then simmer for about 1 hour until tender. Remove the pork from the pot and let it cool.
Marinating
In a bowl, mix together soy sauce, rice wine, brown sugar, garlic, ginger, salt, and black pepper. Cut the pork belly into bite-sized pieces and marinate in the mixture for at least 30 minutes.
Frying
Heat vegetable oil in a pan over medium-high heat. Remove pork from marinade (reserve the marinade) and fry until golden brown and crispy on all sides.
Final Cooking
Add the reserved marinade and water to the pan. Stir in the starch to thicken the sauce. Cook for an additional 5 minutes until the sauce is thickened.
Serving
Garnish with chopped green onions and drizzle sesame oil over the top. Serve hot with rice or noodles.
