Dough Preparation

Make the Dough
In a large mixing bowl, combine the all-purpose flour, powdered sugar, and salt. Add the cold, cubed unsalted butter and mix with a pastry cutter or your fingers until the mixture resembles coarse crumbs.

Add Ice Water
Gradually add ice water, one tablespoon at a time, mixing until the dough just comes together. Avoid overworking the dough.

Chill the Dough
Shape the dough into a disc, wrap it in plastic wrap, and refrigerate for at least 30 minutes.

Roll Out the Dough
On a floured surface, roll out the chilled dough to about 1/8 inch thick. Use a round cutter to cut out circles, approximately 4-5 inches in diameter.

Fill the Empanadas
Place a tablespoon of the cooled filling in the center of each dough circle. Fold the dough over to create a half-moon shape and press the edges together with a fork to seal.

Bake the Empanadas
Preheat the oven to 375°F (190°C). Place the empanadas on a baking sheet lined with parchment paper. Bake for 20-25 minutes, or until golden brown.

Prepare the Glaze
In a small bowl, whisk together the powdered sugar, fresh orange juice, and lemon zest until smooth. Adjust the consistency by adding more sugar or juice as needed.

Let the empanadas cool slightly before drizzling with citrus glaze and topping with Fruity Pebbles cereal. Serve warm.
