Prepare lemon and chives
Finely snip the chives and place in a small bowl. Cut the lemon into quarters; reserve one quarter for squeezing just before serving.
Handle the caviar
Keep the caviar chilled until the last possible moment. Spoon the caviar gently with a mother-of-pearl spoon (or a non-metal spoon) into a small chilled serving dish. Do not mix or stir the eggs aggressively; preserve their texture.
Blini (mini buckwheat pancakes)
Activate yeast
Combine the warm water (about 100–110°F / 37–43°C) with the active dry yeast and sugar. Let sit 5–8 minutes until foamy.
Make batter
In a mixing bowl whisk together the all-purpose flour, buckwheat flour and salt. Stir in warm milk, egg yolk, melted butter, and the foamy yeast mixture until a smooth, slightly thick batter forms. The batter should be thicker than crepe batter but spoonable; if too thick, add up to 1 tablespoon warm milk.
Rest batter
Cover the bowl loosely and let the batter rest in a warm place for 30–45 minutes. It should show small bubbles and a slight rise.
Cook blini
Heat a nonstick skillet or cast-iron pan over medium heat and brush lightly with melted butter. Drop about 1 tablespoon of batter per blin into the pan to make small 2–2.5 inch rounds. Cook 1–1.5 minutes until the surface sets and edges look dry, then flip and cook another 30–45 seconds until golden and puffed. Transfer to a warm plate and keep covered while you cook the rest. Yield: about 12–16 mini blini.
Finish
Keep blini warm (in a low oven ~200°F / 90°C covered with foil) and serve within 1 hour of cooking for best texture.
Crème fraîche & Assembly
Season crème fraîche
Lightly fold black pepper into the crème fraîche (do not overwork). Taste and add a very tiny pinch of salt only if needed — remember the caviar is salty.
Assemble each bite
Place a warm blin on a serving platter. Pipe or spoon about 1/2 teaspoon crème fraîche onto each blin. Gently spoon 1/4 teaspoon (approx.) Osetra caviar on top of the crème fraîche. Add a few snips of chive and a tiny squeeze of lemon (a drop) to each, or serve the lemon wedge on the side for guests to finish to taste.
Serve immediately
Serve the assembled blini immediately while warm so the contrast of warm bread and cold, briny caviar is preserved. Provide a non-metal spoon for guests and extra crème fraîche and blini on the side as desired.
