Prepare mussels
Rinse mussels under cold water. Discard any with cracked shells or that remain open after a gentle tap. Remove beards by pulling toward the hinge. Keep mussels cold until ready to cook.

Sauté aromatics
In a large wide pot or deep skillet with a tight-fitting lid, heat 2 tbs butter and 1 tbs olive oil over medium heat until butter is melted and shimmering. Add the minced shallot and cook 1–2 minutes until translucent but not browned. Add minced garlic and cook 30 seconds until fragrant.

Deglaze & steam
Pour in 1 cup dry white wine and 2 tbs lemon juice. Increase heat to medium-high and bring to a simmer. Let wine reduce slightly for 2 minutes, scraping up any fond.

Make cream base
Sprinkle 1 tsp flour over the softened leeks and stir 30 seconds to cook the flour (optional step for slight thickening). Slowly add 1 cup heavy cream and stir to combine. Bring to a gentle simmer and cook 3–4 minutes until the cream thickens enough to coat a spoon. Season with 1 tsp salt and 1/2 tsp pepper. Reduce heat to low and keep warm.

Combine mussels and cream
When mussels are open, use tongs to transfer them (and about 1/2 cup of the cooking liquid) into the pan with the creamed leeks. Stir gently to combine so mussels are coated in the cream. If the mixture seems thin, return pot to medium heat and simmer 1–2 minutes to allow flavors to marry; do not overcook mussels.

Finish sauce
Off heat, stir in 1 tbs cold cubed butter to emulsify the sauce for a glossy finish (optional). Taste and adjust seasoning with additional salt, pepper, or a squeeze of lemon if desired. Stir in 2 tbs finely chopped fresh dill and 1 tsp lemon zest.

Serve
Transfer mussels and creamed leeks to a warmed bowl or shallow dish, spooning sauce over the mussels. Serve immediately with crusty bread or toasted baguette slices to mop up the sauce.
