Prepare shrimp
If shrimp are frozen, thaw fully in refrigerator or under cold running water. Peel and devein shrimp if not already done, leaving tails on or off per preference. Pat shrimp dry with paper towels.
Mince garlic and parsley
Peel and finely mince 3 cloves garlic. Chop fresh parsley until you have about 2 tablespoons.
Make marinade
In a bowl large enough to hold the shrimp, combine 2 tablespoons olive oil, 2 tablespoons fresh lemon juice, minced garlic, 1 teaspoon smoked paprika, 1 teaspoon kosher salt, 1 teaspoon black pepper, and 1 teaspoon red pepper flakes. Whisk until blended.
Marinate shrimp
Add the dried shrimp to the bowl and toss to coat evenly. Cover and refrigerate for 15–30 minutes (no more than 30 minutes or the acid will begin to 'cook' the shrimp).
Finish & Serving
Cook shrimp
Heat a large skillet over medium-high heat until hot. Add 2 tablespoons unsalted butter and tilt the pan so butter coats the surface. Add the marinated shrimp in a single layer (work in batches if necessary) and cook 1–2 minutes per side until pink, opaque, and just cooked through. Total cook time should be 3–4 minutes depending on shrimp size. Do not overcook.
Finish with lemon and parsley
As soon as shrimp are cooked, remove pan from heat. Squeeze 1–2 tablespoons additional lemon juice over the shrimp using the lemon wedges, sprinkle the chopped parsley (reserve 1 tablespoon for garnish), and toss gently to coat in the butter and juices.
