Clean mussels

Rinse the mussels under cold running water. Discard any mussels with cracked shells or that do not close when tapped. Remove the beard (tough fibers) by pulling them toward the hinge and trim off any barnacles or debris. Place cleaned mussels in the refrigerator until ready to cook.

Prepare aromatics

In a large heavy-bottomed pot or deep sauté pan with a tight-fitting lid, heat the olive oil and 2 tablespoons of the butter over medium heat until the butter melts and begins to foam.

Sweat shallots and garlic

Add the finely chopped shallots to the pan and cook, stirring, for 2–3 minutes until translucent but not browned. Add the minced garlic, thyme leaves, and crushed red pepper flakes and cook for 30–45 seconds until fragrant.

Deglaze and add wine

Pour in the dry white wine to deglaze the pan, scraping any fond from the bottom with a wooden spoon. Increase heat to medium-high and bring the wine to a simmer. Let it reduce slightly for 2 minutes to concentrate flavor.

Add mussels and steam

Add the cleaned mussels to the pot, cover with the lid, and steam for 4–6 minutes, gently shaking the pot once or twice, until the mussels have opened. Discard any mussels that remain closed after 6 minutes.

Finish the broth

Remove the lid. Stir in the remaining 1 tablespoon of butter and the heavy cream (if using). Simmer uncovered for 1–2 minutes to warm the cream and slightly thicken the broth. Stir in the lemon juice, chopped parsley, sea salt, and freshly ground black pepper. Taste the broth and adjust seasoning as needed.

Serve

Spoon mussels and broth into shallow bowls or a large serving bowl. Serve immediately with crusty bread to soak up the broth and lemon wedges on the side.
