Clean and marinate

Rinse and pat dry the mutton pieces. In a large bowl combine mutton with salt, turmeric, garlic paste and ginger paste. Mix thoroughly so the paste coats each piece. Marinate for at least 30 minutes at room temperature or up to 2 hours in the refrigerator for better flavor penetration.

Whole spices and aromatics

Heat oil or ghee in a heavy-bottomed pan or kadai over medium heat. Add mustard seeds (if using) and let them pop, then add fennel seeds, cinnamon stick, green cardamom, cloves and bay leaves. Sauté for 30–45 seconds until fragrant. If using curry leaves, add them now and fry briefly.

Onions, tomatoes and building the masala

Add the thinly sliced onions to the pan. Cook on medium heat, stirring frequently, until they turn golden brown (8–12 minutes). This step creates the deep, rich base characteristic of shukka. If onions brown too quickly, reduce heat.

Add slit green chillies and chopped tomato. Cook until the tomato breaks down and oil begins to separate from the masala (4–6 minutes).

Spice powders and dry masala

Reduce heat to medium-low. Add coriander powder, cumin powder, coarsely ground black pepper, red chili powder, fennel powder (if using) and half the garam masala. Stir and fry the spices with the onion-tomato mixture for 1–2 minutes to remove raw flavors. Add a splash (1–2 tbs) of water if it becomes too dry or sticks to the pan.

Cook the mutton

Increase heat slightly and add the marinated mutton pieces to the pan. Stir to coat the meat with the masala, scraping any browned bits from the bottom. Sear the mutton for 4–6 minutes until the surfaces are lightly browned.

Pour in 400 ml water or light stock, mix well, and bring to a simmer. Cover the pan with a tight-fitting lid and reduce heat to low. Cook for 45–60 minutes, stirring occasionally, until the mutton is tender. If using a pressure cooker, cook for 15–20 minutes on medium after the first whistle, then let pressure release naturally. If using a slow cooker, cook 4–5 hours on low.

Check for tenderness. If the mutton is not yet tender, add 50–100 ml more water, cover and continue cooking. Once tender, remove the lid and increase heat to medium-high to reduce excess liquid until the mixture is fairly dry and the oil or ghee separates and coats the mutton (this is the 'shukka' dry finish). Stir frequently to avoid sticking.

Finishing and garnish

Sprinkle the remaining garam masala and coarsely chopped fresh coriander. Add lemon juice and gently toss to combine. Taste and adjust salt or heat as needed.

If using, stir in grated dry coconut and top with fried shallots or crisp onions for texture. Serve hot.

Serve Mutton Shukka hot with steamed rice, parotta, phulka, appam, dosa or as a dry side with biryani. Leftovers refrigerate well and flavors deepen overnight.
