Prepare the batter

In a large mixing bowl, combine the all-purpose flour, cornstarch, sesame seeds, and salt. Gradually add cold water while whisking until a smooth batter forms.

Prepare the sauce

In a separate bowl, mix together the soy sauce, orange juice, grated ginger, minced garlic, maple syrup, rice vinegar, and sesame oil. Set aside.

Heat the oil

In a deep frying pan or wok, heat oil to 350°F (175°C) for frying.

Coat and fry the peppers

Dip each hito pepper into the batter, allowing excess to drip off. Carefully place them in the hot oil and fry until golden brown and crispy, about 3-4 minutes. Remove and drain on paper towels.

Combine and serve

In a large bowl, toss the fried peppers with the prepared sauce. Garnish with sliced green onions before serving.
