Season water and start cooking
Add kosher salt to the water (about 1 tablespoon). If using garlic, add the smashed clove to the pot now to gently infuse flavor. Bring to a boil over high heat, then reduce to a simmer.
Heat dairy
While the potatoes cook, combine whole milk and unsalted butter in a small saucepan and warm over low heat until butter is melted and mixture is hot but not boiling. Keep warm.
Drain and dry
Drain potatoes in a colander, discard the garlic clove. Return potatoes to the still-warm pot off the heat and shake over low heat for 30–60 seconds to evaporate excess moisture. This step helps keep the whipped potatoes creamy rather than watery.
Incorporate warm dairy and mascarpone
Set the pot with riced/mashed potatoes over very low heat. Add warmed milk-and-butter mixture in two additions, folding gently with a spatula or spoon until absorbed and smooth. Add mascarpone (room temperature) and gently fold until fully incorporated and silky. Adjust texture with a splash more warm milk if needed.
Seasoning
Season whipped potatoes with freshly ground black pepper and additional salt to taste. Stir gently and taste; the mascarpone reduces the perceived saltiness, so adjust carefully.
Finish & Garnish
Finish with butter and chives
Transfer potatoes to a warmed serving bowl. Spoon the melted extra butter over the top and sprinkle finely snipped chives evenly. If desired, drizzle a teaspoon of olive oil for a glossy finish.
Serve
Serve immediately while warm. If holding for a short time (15–20 minutes), keep covered in a warm oven (200°F / 95°C) and stir once before serving to restore creaminess.
