Trim cauliflower into bite-sized florets (about 1–1½ inches). Pat dry with paper towels to remove surface moisture so batter adheres.
In a medium bowl combine all-purpose flour, cornstarch, baking powder, kosher salt, and black pepper. Whisk to evenly distribute dry ingredients.
In a separate small bowl beat the egg, then whisk in the cold sparkling water until combined. Add the wet mixture to the dry ingredients and stir just until a slightly thick, smooth batter forms. The batter should coat but not be overly heavy; add up to 1–2 teaspoons more sparkling water if too stiff.
Toss the cauliflower florets gently in the batter, ensuring each piece is evenly coated. Let rest 5 minutes so batter clings.
Frying
Pour the neutral oil into a large, heavy-bottomed skillet or Dutch oven to a depth of about 1–1½ inches (about 3–4 cups). Heat over medium-high until oil reaches 350°F (175°C) or when a small drop of batter sizzles and rises immediately.
Working in 2 small batches to avoid overcrowding, carefully lower battered cauliflower into the hot oil using tongs, shaking off excess batter. Fry until golden brown and crisp, about 3–4 minutes per side (total 5–7 minutes per batch), turning as needed so all sides brown evenly.
Remove fried cauliflower to a wire rack set over a baking sheet or paper towel-lined plate. Sprinkle lightly with salt while still hot. Keep finished batches in a 200°F (95°C) oven to stay warm and crisp while frying the remaining cauliflower.
Maple Hot Honey Sauce
In a small saucepan over low heat melt the butter. Add the minced garlic and cook 20–30 seconds until fragrant (do not brown).
Stir in the maple syrup, hot honey (or hot sauce), apple cider vinegar, red pepper flakes (if using), and 1/4 tsp kosher salt. Bring the mixture to a gentle simmer and cook 1–2 minutes, stirring, until slightly thickened but pourable.
Finish & Garnish
Place the fried cauliflower in a large bowl. Pour the warm maple hot honey sauce over the cauliflower and gently toss to coat evenly, or brush the sauce onto individual pieces for a lighter coating.
Arrange the coated cauliflower on a serving platter. Sprinkle with chopped parsley or cilantro and sliced scallions. Serve immediately while hot and crispy. Offer extra maple hot honey on the side for dipping.
