Soak bulgur

Place the fine bulgur in a large bowl and pour 1 cup cold water over it. Cover and let soak for 20–30 minutes until bulgur is softened and has absorbed most of the water. Squeeze out any excess moisture by pressing through a fine sieve or by hand.

Prepare dough

Combine the soaked, drained bulgur with the flour, semolina (if using), 1/4 cup ground meat (if using for binding), salt, allspice, cinnamon and black pepper in a food processor. Pulse until mixture forms a smooth, slightly sticky dough. If you don't have a food processor, knead vigorously by hand until uniform. The dough should hold together when pressed; if too dry add a teaspoon of cold water, if too wet add a little extra flour or semolina.

Chill dough

Wrap the dough in plastic and refrigerate for at least 30 minutes to firm up — this makes shaping easier.

Filling (spiced meat, onions & pine nuts)

Toast pine nuts

Heat 1 tablespoon olive oil or butter in a skillet over medium heat. Add 1/4 cup pine nuts and toast, stirring frequently, until golden brown, 2–3 minutes. Remove and set aside on paper towel.

Cook onions

In the same skillet add remaining 2 tablespoons oil or butter. Add the finely diced onion and sauté over medium heat until soft and translucent, about 6–8 minutes. Do not brown aggressively — you want sweet, soft onions. Remove about 1 tablespoon of cooked onion to reserve for garnish (optional).

Brown meat

Increase heat to medium-high and add the ground meat to the skillet with the onions. Break up with a spoon and cook until browned and fully cooked through, about 6–8 minutes. Drain any excess fat if needed, leaving a little to coat the pan.

Season and combine

Return toasted pine nuts and reserved onion to the pan. Add salt, black pepper, 1/2 tsp allspice and 1/4 tsp cinnamon. Stir and cook 1–2 minutes to meld flavors. Taste and adjust seasoning. Remove from heat and let filling cool to near room temperature before assembling (filling should be cool so it doesn't break the shell).

Assembly & frying (for cold appetizer serve warmed or cooled)

Shape kibbeh — method 1: oval stuffed kibbeh

Divide chilled dough into 12 equal portions (about golf-ball sized). With wet hands, flatten one piece into a thin oval shell (about 1/8" thick) by pressing from center out, leaving the middle thinner than the edges. Using a finger or small spoon, create a pocket by thinning the center and leaving a rim. Place 1.5–2 tablespoons of filling inside, then gently fold/bring edges together to seal and shape into an elongated oval or football shape. Smooth seams with wet fingers. Repeat with remaining dough and filling.

Shape kibbeh — method 2: kibbeh balls (alternative)

Alternatively, make a cup from a dough ball by hollowing the center with your thumb, fill with 1–1.5 tablespoons filling, then pinch closed and roll into a smooth oval. Both methods produce the classic stuffed kibbeh shape.

Shallow-fry kibbeh

Pour vegetable oil into a large skillet to reach about 1/4–1/2 inch depth and heat over medium to medium-high until shimmering (about 350°F/175°C if using a thermometer). Fry kibbeh in batches, seam side down first, turning carefully with tongs or a slotted spoon, until evenly browned and crisp on all sides, about 3–4 minutes per side (total 6–8 minutes). Do not overcrowd. Transfer to a paper towel–lined tray to drain.

Baking option (healthier)

Preheat oven to 400°F (200°C). Place shaped kibbeh on a lightly oiled baking sheet, brush lightly with oil, and bake 20–25 minutes, turning once halfway, until golden and firm.

Serve

Arrange kibbeh on a platter. Garnish with reserved sautéed onion, extra toasted pine nuts and chopped parsley or mint. Serve warm or at room temperature with plain yogurt or tahini sauce and lemon wedges on the side.
