Prepare the chicken
Trim excess fat from the chicken thighs and cut into roughly 1.5-inch bite-sized pieces. Pat dry with paper towels to remove surface moisture; this helps the coating adhere and become crisp.
Make the marinade
In a bowl, combine grated ginger, minced garlic, light soy sauce, mirin, sake, sesame oil, and white pepper. Whisk briefly to combine.
Marinate
Add the chicken pieces to the marinade, tossing to coat evenly. Cover and refrigerate for 30 minutes to 1 hour (do not exceed 3 hours). For best texture keep at least 30 minutes to allow flavor penetration.
Prepare coating
In a shallow bowl or plate, whisk together potato starch (or cornstarch) and all-purpose flour. If using the optional egg, beat it in a small bowl and have it ready; you can either dip chicken in egg then starch for a thicker crust or omit for a drier ultra-crisp finish.
Coat the chicken
Drain excess marinade from chicken (do not pat completely dry; a little moisture helps adhesion). If using egg: dip each piece in beaten egg, then dredge thoroughly in the starch-flour mixture, shaking off excess. If not using egg: toss pieces directly in the starch-flour mixture until well coated. Place coated pieces on a wire rack for 10 minutes to set the crust.
Heat oil
Pour neutral oil into a deep heavy-bottomed skillet or saucepan to a depth of about 1.5 inches (or use a deep-fryer). Heat oil over medium-high heat until it reaches 170–175°C (340–350°F). If you don’t have a thermometer, test with one small piece: it should sizzle steadily and puff up without burning immediately.
First fry (blanch)
Working in batches (do not overcrowd), fry the coated chicken for 2.5–3 minutes per batch until the exterior is set and pale golden but not deeply browned. Remove with a slotted spoon to a wire rack or paper towel-lined tray. Let pieces rest for 5 minutes; this step cooks chicken through gently and yields a crispier final fry.
Second fry (crisp)
Increase oil temperature to 190°C (375°F). Fry the rested pieces a second time for 45–75 seconds until golden brown and deeply crisp. Remove to a wire rack or paper towel-lined tray and immediately season lightly with fine salt if desired.
Finish and garnish
Arrange karaage on a serving platter, garnish with sliced green onions and lemon wedges. Serve hot with smoked tartar sauce on the side.
Smoked Tartar Sauce
Combine mayonnaise, chopped dill pickle, minced capers, minced shallot, lemon juice, Dijon mustard, smoked paprika, and freshly ground black pepper in a small bowl. Stir until smooth.
Add liquid smoke or a small pinch of smoked salt to introduce the smoky note; start with 1/4 tsp liquid smoke (or 1/8 tsp smoked salt) and adjust to taste. Mix in chopped fresh parsley or dill.
Taste and adjust seasoning: add more lemon juice for brightness, more pickle or capers for tang, or a touch more mayonnaise to mellow. Chill for at least 15 minutes to let flavors marry. Bring to room temperature before serving if preferred.
