Prepare vegetables and tofu

Press the tofu between paper towels or a clean kitchen towel with a weight for 10 minutes to remove excess moisture. Meanwhile, finely chop the napa cabbage, shiitake mushrooms, carrot (grate or finely dice), and green onions. Mince the garlic and ginger.

Wilt and drain cabbage

Place the chopped napa cabbage in a microwave-safe bowl and microwave for 1 minute, or briefly salt and toss then let sit 5 minutes to draw out water. Squeeze the cabbage tightly in a clean towel or between your hands to remove as much liquid as possible. Reserve the liquid if desired but discard for filling.

Cook mushrooms and aromatics

Heat a nonstick skillet over medium heat with 1 teaspoon neutral oil (not listed separately). Add minced garlic and ginger and sauté 30 seconds until fragrant. Add chopped shiitake mushrooms and sauté 2–3 minutes until softened and liquid has mostly evaporated. Remove from heat and let cool slightly.

Prepare wrappers

Lightly dust a work surface with the listed all-purpose flour. Keep wrappers covered with a damp towel to prevent drying.

Fill and fold dumplings

Place one wrapper on your palm or on the floured surface. Spoon about 1 to 1.5 teaspoons (roughly 8–10 g) of filling into the center. Cut parchment paper into rounds to fit the bamboo steamer tiers or lay down individual strips. Poke several small holes in parchment for steam circulation. Alternatively, lay down cabbage leaves. Place dumplings in the lined steamer in a single layer with 1–2 cm space between them to prevent sticking; you can stack in tiers.

Bring water to a simmer

Fill a wok or wide pot with about 1 liter of water (or enough so the water level will sit below the bottom of the lowest steamer tier). Bring the water to a gentle simmer over high heat.

Steam dumplings

Place the bamboo steamer(s) over the simmering water, cover with the steamer lid, and steam for 8–10 minutes for fresh wrappers (10–12 minutes if refrigerated). Do not let the steamer sit directly in boiling water; steam should circulate. After 8 minutes check one dumpling to ensure the filling is heated through and the wrapper is tender and translucent. If needed, steam 1–2 minutes more.

Finish and serve

Remove the steamer from the pot using oven mitts. Let dumplings rest 1 minute, then transfer to a serving platter. Serve hot with dipping sauce.

Whisk together 3 tablespoons soy sauce and 1 tablespoon black rice vinegar. Stir in 1 teaspoon chili oil, 1/2 teaspoon sesame seeds, and 1 teaspoon thinly sliced scallion. Taste and adjust acidity or salt to preference. Serve in small bowls alongside dumplings.
