    In a medium saucepan, whisk together 3 tablespoons of granulated sugar, 2 tablespoons of all-purpose flour, and 1 teaspoon of salt until well combined.

    Gradually stir in 2 cups of milk to the dry ingredients in the saucepan, mixing until smooth.
