Boil
Place the potato chunks in a large pot and add cold water to cover by about 1 inch. Add 1 tablespoon kosher salt to the water. Bring to a boil over high heat, then reduce to a simmer and cook until fork-tender, about 15–20 minutes depending on chunk size.

Warm dairy and drain potatoes
While potatoes are cooking, warm the whole milk and butter together in a small saucepan over low heat until the butter melts and the mixture is hot but not boiling (about 3–4 minutes). If using minced garlic, add it to the butter for the last minute to soften and infuse. When potatoes are fork-tender, drain them thoroughly in a colander and return potatoes to the hot pot over low heat for 30–60 seconds to evaporate excess moisture.

Mash and season
Using a potato masher or ricer, mash the potatoes until mostly smooth. Pour in the warm milk and butter mixture in two additions, stirring between additions until you reach the desired consistency. Stir in 1½ teaspoons salt and ½ teaspoon black pepper, then taste and adjust seasoning.

If using, fold in ½ cup sour cream and ¼ cup grated Parmesan for creaminess and flavor. Sprinkle chopped chives over the top. Serve hot.
