Dry, season, and rest
Pat the black bass fillets thoroughly dry with paper towels, especially the skin side. Season both sides evenly with kosher salt (about 1/2 tsp per fillet total), freshly ground black pepper, and a light dusting of garlic powder. Let the fillets rest at room temperature for 10–15 minutes while you preheat the pan; this helps the seasonings adhere and the surface dry for a better sear.

Preheat pan
Place a large heavy skillet (preferably stainless steel or cast iron) over medium-high heat and let it get hot, about 2–3 minutes. Add the neutral oil and swirl to coat. The oil should shimmer but not smoke heavily.

Sear skin-side first
Carefully place the fillets in the skillet skin-side down, laying them away from you to avoid splatter. Use a spatula to gently press each fillet for the first 15–20 seconds to keep the skin flat against the pan. Reduce heat to medium if the oil is smoking. Cook skin-side down without moving for 4–6 minutes, depending on thickness — the skin should be deep golden and crisp and you should see the cooked flesh move up the sides about two-thirds of the way.

Flip and finish
Flip the fillets gently and add the garlic clove and thyme sprigs to the pan. Add the butter and tilt the pan slightly; baste the top of the fillets with the melted butter and pan juices for 30–60 seconds while the flesh finishes cooking. Cook until the internal temperature reaches 125–130°F (52–54°C) for medium-rare to medium, or about 1–2 minutes after flipping depending on thickness. Remove fillets from pan and transfer to a warm plate to rest for 2–3 minutes. Squeeze half the lemon over the fillets while resting.

Keeping the pan over medium heat, add the white wine or stock to deglaze, scraping up any browned bits with a wooden spoon. Let it reduce by half, about 1–2 minutes. Remove from heat and whisk in the cold cubed butter one piece at a time to emulsify into a glossy sauce. Stir in chopped parsley. Taste and adjust seasoning with a pinch of salt and pepper if needed. Spoon the sauce over the fillets before serving.
