Prepare the Rice

In a medium saucepan, combine the white rice, water, and a pinch of salt. Bring to a boil, then reduce heat to low, cover, and simmer for 15-20 minutes until the rice is cooked. Remove from heat and let it sit covered for 5 minutes, then fluff with a fork.

Cook the Vegetables

In a large skillet, heat 1 tablespoon of olive oil over medium heat. Add the sliced bell pepper and carrot, sauté for 5-7 minutes until they are tender. Remove from the skillet and set aside.

Cook the Steak

Season the tri-tip steak with salt, black pepper, and garlic powder. In the same skillet, add the remaining tablespoon of olive oil and heat over medium-high heat. Add the steak and sear for about 4-5 minutes on each side for medium-rare, or until desired doneness. Remove from the skillet and let it rest for 5 minutes before slicing.

Assemble the Bowl

In serving bowls, start with a base of seasoned rice, then top with sautéed vegetables and sliced steak. Drizzle with soy sauce and garnish with sliced green onions.
