    Preheat the oven to 425°F (220°C). In a large bowl, mix the flour, baking powder, and salt. Cut in the cold butter until the mixture resembles coarse crumbs. Stir in the milk until just combined. Turn dough onto a floured surface, knead gently, and pat into a 1-inch thick round. Cut out biscuits with a cutter and place on a baking sheet. Bake for 15-20 minutes until golden.

    Prepare the Sausage Gravy

    In a skillet over medium heat, cook the sausage until browned. Add the chopped scallions and cook for another 2 minutes. Stir in 2 tablespoons of flour and cook for 1 minute. Slowly whisk in milk to create a smooth gravy. Season with black pepper and simmer until thickened.

    In a separate skillet, fry the eggs sunny-side up or to your preference. Season with salt and pepper.

    Split the warm biscuits in half, layer with sliced city ham, and top with gouda cheese. Place the fried egg on top and generously ladle the scallion-sausage gravy over everything. Serve immediately.
