Syrup (simple lemon orange blossom syrup)

Method

Syrup (make first and cool)

    Combine sugar and water in a medium saucepan. Add lemon peel if using. Bring to a boil over medium heat, stirring until sugar dissolves. Reduce heat and simmer gently for 7–8 minutes until slightly thickened.

    Remove from heat. Stir in lemon juice and orange blossom water. Let syrup cool to room temperature (about 30–45 minutes). Discard lemon peel before using.

Custard

    Heat milk

    In a heavy-bottomed saucepan, combine the milk and 1/4 cup of the sugar. Warm over medium heat until it is steaming and small bubbles form around the edge (do not boil).

    Mix dry starches

    While the milk warms, whisk together semolina, flour, remaining sugar (3/4 cup), and salt in a bowl until evenly combined.

    Temper eggs

    In a separate bowl, whisk the eggs lightly. Gradually add about 1/2 cup of the hot milk to the eggs while whisking constantly to temper them.

    Add dry mixture to milk: Slowly sprinkle the semolina/flour mixture into the warm milk while whisking to prevent lumps. Cook over medium-low heat, stirring constantly, until the mixture thickens and comes to a low simmer (3–5 minutes).

    Finish custard: Slowly whisk the tempered eggs into the thickened milk mixture. Continue cooking and stirring for 1–2 minutes until the custard is thick and coats the back of a spoon. Remove from heat and stir in the vanilla extract and butter until melted and smooth.

    Cool slightly: Transfer custard to a shallow bowl, press plastic wrap directly onto the surface to prevent a skin, and let cool until just warm (about 20–25 minutes). Custard should be spreadable but not runny.

Assemble & Bake

    Prepare oven and pan: Preheat oven to 350°F (175°C). Lightly butter a 9x13-inch baking dish or similar shallow pan.

    Layer phyllo: Unroll phyllo and keep sheets covered with a damp towel to prevent drying. Place one phyllo sheet in the pan, brush liberally with melted butter. Repeat layering and buttering for 6 sheets, making sure each sheet is smoothed and edges align. Sprinkle 1 tablespoon sugar evenly over the layered phyllo (this creates a slight crisp & sweet top beneath the custard).

    Add custard: Spread the slightly cooled custard evenly over the buttered phyllo layer, smoothing to the edges.

    Top phyllo layers: Continue layering the remaining 6 phyllo sheets on top of the custard, brushing each sheet with melted butter as before. Tuck any overhanging edges neatly into the pan or fold under. Brush the very top sheet well with butter and sprinkle the remaining tablespoon of sugar evenly across the surface.

    Score before baking: Using a sharp knife, score the top layers into desired serving pieces (e.g., 8–12 squares). This prevents cracks and makes serving easier.

    Bake: Place the pan in the preheated oven and bake for 40–50 minutes, or until the phyllo is deep golden brown and crisp and you see a slight bubbling around the edges from the custard.

    Syrup soak: As soon as the galaktoboureko comes out of the oven, pour the cooled syrup evenly over the hot pastry, making sure to cover all scored pieces. The syrup should sizzle and be absorbed; allow the dessert to cool to room temperature and rest for at least 1 hour so the syrup fully soaks into the layers.

    Serve: Once cooled and set, cut fully along scored lines and serve slices at room temperature. Optionally garnish with a light dusting of ground pistachio or a few drops of orange blossom water on individual portions.
