Prepare the Filling
In a mixing bowl, combine the cream cheese, cooked shrimp, chopped green onions, garlic powder, and salt. Mix well until all ingredients are thoroughly combined and creamy.

Fill the Wontons
Take a wonton wrapper and place about 1 teaspoon of the shrimp mixture in the center. Dampen the edges of the wrapper with water, fold it over to form a triangle, and press to seal tightly. Repeat with the remaining wrappers and filling.

Fry the Rangoons
In a large pot or deep fryer, heat vegetable oil over medium heat until it reaches 350°F (175°C). Fry the rangoons in batches, about 3-4 at a time, for 3-4 minutes or until golden brown and crispy. Remove with a slotted spoon and drain on paper towels.

Combine Sauce Ingredients
In a saucepan, combine sugar, vinegar, ketchup, soy sauce, cornstarch, and water. Stir until the cornstarch is dissolved.

Cook the Sauce
Bring the mixture to a boil over medium heat, stirring constantly until the sauce thickens to your desired consistency, about 5 minutes. Remove from heat and let cool slightly.
