Trim and season
Pat lamb chops dry with paper towels. Season both sides with 2 tsp kosher salt and 1 tsp black pepper. Rub minced garlic, chopped rosemary, lemon zest, and 2 tablespoons olive oil evenly over both sides of the chops. Let rest at room temperature for 20–30 minutes.

Preheat pan
Heat a large heavy skillet (cast iron recommended) over medium-high heat until very hot, about 4–5 minutes. Add 1 tablespoon olive oil and let shimmer.

Sear chops
Place lamb chops in the hot pan without crowding (work in batches if necessary). Sear for 3–4 minutes on the first side until a deep golden-brown crust forms. Flip and add 2 tablespoons unsalted butter to the pan.

Finish with butter baste
Tilt the pan slightly and spoon the melted butter over the chops repeatedly while they cook for another 2–3 minutes for medium-rare (internal temp 130–135°F / 54–57°C). Cook 1–2 minutes longer for medium. Remove chops to a plate and squeeze lemon juice over them. Tent with foil and let rest 5 minutes.

Heat oil
Pour vegetable oil into a heavy deep skillet or deep fryer to a depth of about 1–1.5 inches (or use enough for deep frying). Heat oil to 350°F (175°C). If you don't have a thermometer, test with a small piece of potato — it should sizzle steadily.

Fry potatoes
Working in small batches, fry the potatoes until golden brown and crisp, about 3–5 minutes per batch for deep or shallow frying depending on thickness. Use a slotted spoon to transfer fries to a paper towel–lined baking sheet to drain. Keep warm in a 200°F (95°C) oven while finishing remaining batches.

Season and finish
While still hot, toss fries with 1 tsp kosher salt, 1 tsp black pepper, and 1 tsp smoked paprika (if using). Garnish with chopped parsley just before serving.
