Prepare the Filling

In a large mixing bowl, combine the chopped cabbage, grated carrot, chopped onion, minced garlic, grated ginger, soy sauce, salt, black pepper, and chopped cilantro. Mix well until all ingredients are evenly incorporated.

In another bowl, mix 2 cups of all-purpose flour with a pinch of salt. Gradually add water and knead until you achieve a smooth and elastic dough. Cover with a damp cloth and let it rest for 30 minutes.

Divide the dough into small balls. Roll each ball into a thin circle (about 3 inches in diameter). Place a spoonful of the vegetable filling in the center of each circle. Fold the edges over the filling to create a half-moon shape and pinch to seal tightly.
