Prepare the Noodles
Cook the Chow Mein noodles according to package instructions. Drain and set aside.
Sauté the Beef
In a large skillet or wok, heat 1 tablespoon of vegetable oil over medium-high heat. Add the sliced beef, season with salt and black pepper, and stir-fry for about 3-4 minutes until browned. Remove the beef from the pan and set aside.
Stir-Fry the Vegetables
In the same skillet, add the remaining vegetable oil. Add the minced garlic and ginger, and stir-fry for 30 seconds until fragrant. Add the bell pepper, carrot, and green onions, and stir-fry for another 3-4 minutes until vegetables are tender yet crisp.
Combine Ingredients
Return the beef to the skillet with the vegetables. Add the cooked Chow Mein noodles, soy sauce, oyster sauce, and sesame oil. Toss everything together and stir-fry for another 2-3 minutes until well combined and heated through.
Serve
Taste and adjust seasoning with additional salt and pepper if needed. Serve hot.
