Prepare the Cauliflower
Wash the cauliflower head and cut it into bite-sized florets, ensuring they are all roughly the same size for even cooking.

Make the Batter
In a mixing bowl, combine the all-purpose flour, cornstarch, baking powder, salt, black pepper, and cayenne pepper. Slowly whisk in the cold water until smooth and well combined.

Fry the Cauliflower
Dip each cauliflower floret into the batter, allowing any excess to drip off. Carefully place the battered florets in the hot oil, frying in batches to avoid overcrowding. Fry until golden brown, about 3-4 minutes, flipping halfway through. Remove and drain on paper towels.

Mix the Ingredients
In a bowl, combine the sour cream, lime juice, ground cumin, garlic powder, and salt. Mix until smooth and well combined.

Fold in the chopped cilantro for added flavor and freshness.

Prepare the Chiles
If using fresh Hatch green chiles, roast them over an open flame or under a broiler until charred. Peel, seed, and chop them into small pieces. For convenience, you can also use canned or pre-roasted chiles.
