In a medium-sized saucepan, combine water, sea salt, fennel seeds, and bring to a boil. Stir until the salt is dissolved.

Prepare the Brine

Once the brine is boiling, remove from heat and add black olives and capers. Let them soak in the brine for 30 minutes.

In a mixing bowl, combine the soaked olives and capers with olive oil, lemon zest, and chopped fresh parsley.

Combine Ingredients

Drizzle the white wine vinegar over the mixture and toss well to combine all the flavors.

Add Vinegar

Transfer the mixture to a serving dish and enjoy with crusty bread or as a topping for salads.
