Beef Filling
Heat pan and cook aromatics
Warm a large skillet or wok over medium-high heat. Add the vegetable oil and swirl. Add the minced garlic and chopped shallot and cook, stirring, for 30–45 seconds until fragrant but not browned.
Brown the beef
Increase heat to high, add the ground beef to the skillet, breaking it up with a spatula. Cook 5–7 minutes until browned with no pink remaining. Use a spoon to drain excess fat from the pan if there is more than 1 tablespoon; leave a little for flavor.
Add peppers and onion
Add the sliced mixed peppers and red onion to the browned beef. Stir-fry 2–3 minutes until the vegetables are slightly softened but still have some bite.
Add sauces and seasonings
Reduce heat to medium. Stir in the soy sauce, oyster sauce, brown sugar, rice vinegar, sesame oil, crushed red pepper (or Sriracha), black pepper, and lime juice. Mix thoroughly so the beef and vegetables are evenly coated. Cook 1–2 minutes until the sauce is heated and slightly reduced.
Assembly & Garnish
Arrange the washed Bibb lettuce leaves on a serving platter. Spoon about 2–3 tablespoons of the warm beef mixture into each leaf (adjust portion to preference).
Drizzle a small amount (about 1–2 teaspoons) of soy-chili sauce over each filled lettuce cup or pass the sauce on the side for dipping.
Top each wrap with sliced green onions, a sprinkle of toasted sesame seeds, and optional chopped roasted peanuts. Garnish with the reserved basil and cilantro leaves.
Serve immediately while warm. To eat, lift the lettuce cup, fold if desired, and enjoy as handheld wraps.
