Method
Crispy Rice
Rinse and cook rice
Rinse the short-grain rice under cold water until the runoff is nearly clear (about 4–6 rinses). Drain. Combine rinsed rice and 1.65 cups water in a medium saucepan. Bring to a gentle boil over medium-high heat, then reduce heat to low, cover, and simmer 14 minutes. Remove from heat and let rest, covered, 10 minutes.
Season rice
While rice rests, mix rice vinegar, sugar and 1/2 teaspoon kosher salt until dissolved. Transfer rice to a shallow bowl or tray and gently fold in the vinegar mixture with a paddle or wooden spoon to avoid mashing. Spread rice into an even layer and let cool to room temperature (15–20 minutes).
Form rice cakes
Wet your hands slightly. Press about 2 tablespoons of cooled rice into compact rectangles or 2-inch rounds (aim for 12 pieces). Compact well so they hold together for frying. Refrigerate formed rice cakes on a tray 10 minutes to firm up.
Pan-fry until crispy
Heat a large nonstick skillet over medium-high heat. Add neutral oil and 1 teaspoon sesame oil. When oil shimmers, add rice cakes in a single layer (do not overcrowd). Press lightly with a spatula. Fry 3–4 minutes per side until deeply golden and crisp. Adjust heat as needed to avoid burning. Transfer to a wire rack or paper towel-lined tray to drain. Keep warm in a low oven (200°F / 95°C) if making ahead.
Optional finish
Sprinkle toasted sesame seeds over the top of each crispy rice while warm.
Spicy Salmon Tartare
Make sauce and combine
In a small bowl whisk mayonnaise, sriracha, soy sauce, sesame oil, pickled ginger, lime zest and lime juice until smooth. Pour the sauce over the diced salmon. Add sliced scallions, kosher salt and black pepper. Gently fold with a spoon to coat evenly, taking care not to mash the fish. Taste and adjust heat or seasoning — add more sriracha or a pinch more salt if needed.
Chill briefly
Cover and refrigerate the tartare 10–15 minutes to let flavors meld but do not leave for hours. Keep chilled until ready to assemble.
Serrano Pepper Garnish & Assembly
Prepare serrano and garnishes
Very thinly slice the serrano pepper on a bias for attractive ribbons. If you prefer less heat, remove seeds and membranes before slicing. Tear or cut nori sheets into thin strips if using.
Assemble crispy rice bites
Place one crispy rice cake on a serving platter. Using a spoon or small ring mold, mound about 1.5 tablespoons of the spicy salmon tartare on top of each rice cake and gently press to adhere. Top each mound with 2–3 thin serrano slices, a few microgreens or cilantro leaves, and a strip of toasted nori if desired.
