Cook the Filling

In a skillet, heat olive oil over medium heat. Add the chopped onion, garlic, and bell pepper. Sauté until the onion is translucent, about 5 minutes. Add the ground beef, cumin, paprika, salt, and black pepper. Cook until the beef is browned and cooked through, about 10 minutes. Stir in the chopped hard-boiled eggs and green olives. Remove from heat and let cool.

Prepare the Dough

While the filling cools, prepare the dough or use store-bought empanada dough. If making from scratch, combine flour, salt, and butter in a bowl. Gradually add cold water until a dough forms. Knead briefly, cover, and let rest for 30 minutes.

Assemble Empanadas

Preheat oven to 375°F (190°C). Roll out the dough on a floured surface and cut into circles (about 4-5 inches in diameter). Place a tablespoon of filling in the center of each circle. Fold the dough over and crimp the edges to seal.

Bake the Empanadas

Place the empanadas on a baking sheet lined with parchment paper. Brush the tops with an egg wash (1 beaten egg with a splash of water). Bake in the preheated oven for 20-25 minutes or until golden brown.
