Prepare mussels

Rinse the mussels under cold water, discard any with cracked shells or that remain open when tapped. Using a small knife or your fingers, remove the beard (byssal threads) from each mussel and give them a final rinse. Drain in a colander.

Sweat aromatics

In a large wide pot or deep skillet with a tight-fitting lid, heat 1 tablespoon olive oil and 2 tablespoons butter over medium heat until shimmering. Add the diced onion, minced shallot, and sliced fennel (if using). Cook, stirring occasionally, until softened and translucent, about 4–5 minutes. Season with a pinch of salt.

Add garlic and herbs

Add the minced garlic, thyme, and crushed red pepper flakes. Cook, stirring constantly, until fragrant, about 30–45 seconds, taking care not to brown the garlic.

Deglaze and build broth

Pour in the white wine to deglaze the pan, scraping up any brown bits from the bottom. Bring the wine to a simmer and reduce by about one-third, roughly 2–3 minutes. Add the secret seafood broth (or fish stock) and the bay leaf. Bring the mixture to a gentle simmer.

Cook mussels

Increase heat to medium-high and add the cleaned mussels to the pot. Cover with the lid and steam for 4–6 minutes, shaking the pot gently once or twice, until the mussels have opened. Check and discard any mussels that remain closed after cooking.

Finish the broth

Remove the pot from heat. Stir in the remaining 1 tablespoon butter, lemon juice, chopped parsley, and season with sea salt and black pepper to taste. Taste the broth and adjust seasoning — add a splash more wine or lemon if desired. Discard the bay leaf.

Transfer mussels and broth to a warmed serving bowl, spooning the flavorful liquid over the mussels. Keep covered until ready to serve.

Make garlic butter

In a small bowl, combine the softened butter, 1 tablespoon olive oil, grated garlic, chopped parsley, lemon zest (if using), and coarse sea salt. Mix until smooth and evenly distributed.

Assemble and toast

Preheat the oven to 425°F (220°C) or set a broiler to high. Slice the focaccia into pieces about 3/4–1 inch thick. Spread a thin, even layer of the garlic butter on each slice. Place the slices on a baking sheet, buttered side up. Toast in the oven for 6–8 minutes (or place 3–4 inches under the broiler for 1–2 minutes) until golden and crisp at the edges. Watch carefully to prevent burning.

Finish

Remove the bread from the oven and sprinkle with the remaining chopped parsley. Serve immediately alongside the mussels for dipping into the broth.
