Prepare and parboil potatoes
Wash 1 lb potatoes. Leave skins on or peel per preference. Cut into 1/2-inch to 3/4-inch dice so pieces are roughly uniform. Place potatoes in a medium pot and add about 6 cups water and 1 tsp kosher salt. Bring to a simmer over high heat, then reduce to medium. Parboil until just tender when pierced with a knife but not falling apart, about 6–8 minutes depending on size. Drain thoroughly in a colander and let steam dry for 5 minutes — excess moisture prevents crisping.

Crisp the potatoes
Heat a large heavy skillet (cast-iron preferred) over medium-high heat. Add 2 tbsp neutral oil and let it shimmer but not smoke. Add the drained, slightly dried potato cubes in a single layer — don’t overcrowd; work in two batches if necessary. Let cook undisturbed for 3–4 minutes to form a golden crust. Use a spatula to flip and turn pieces so multiple sides brown, 6–8 minutes more total. If some potatoes stick, let them release naturally before stirring.

When potatoes are mostly golden (after about 6–8 minutes), push them to one side of the pan, add 1 tbsp butter (optional) and the diced onion and bell pepper to the cleared space. Sauté 3–4 minutes until softened and beginning to brown. Add the minced garlic and cook 30–45 seconds until fragrant. Sprinkle 1 tsp smoked paprika, 1 tsp ground black pepper, 1/2 tsp dried thyme or oregano, and 1/2 tsp salt over the potatoes and vegetables. Gently toss everything together and continue to cook 2–3 minutes so spices bloom and flavors combine. Taste and adjust seasoning.
Finish and serve
If you want extra crispness, spread potatoes in an even layer and let sit 1–2 minutes more to re-crisp. Transfer home fries to a serving dish. Garnish with 2 tbsp chopped fresh parsley or chives and serve with hot sauce or ketchup on the side. Total finish time from skillet stage is about 10–12 minutes. Serve hot.
