Caramelize onions
Heat 1 tablespoon olive oil in a large skillet over medium-low heat. Add the thinly sliced onion with a pinch of salt and cook, stirring every few minutes, until deeply golden and caramelized, about 20–25 minutes. If the pan gets too dry, add 1–2 tablespoons water to deglaze and prevent burning.
Soften red pepper and garlic
When the onions are about 10 minutes from done, push them to one side of the pan (or remove briefly). Add the diced red bell pepper and cook over medium heat for 4–5 minutes until softened. Add the minced garlic and cook 30–60 seconds until fragrant.
Brown the beef
Increase heat to medium-high. Add the ground beef to the pan with the onions and peppers. Break it up with a spoon and cook until mostly browned, about 6–8 minutes. Drain excess fat if there is more than 1 tablespoon.
Season and simmer
Stir in ground cumin, smoked paprika, dried oregano, and red pepper flakes. Cook 1 minute to bloom the spices. Add tomato paste and stir to coat the meat. Pour in 1/4 cup beef broth (or water), add golden raisins, red wine vinegar, kosher salt and black pepper. Reduce heat to medium-low and simmer uncovered 6–8 minutes, stirring occasionally, until flavors meld and liquid is slightly reduced. Taste and adjust seasoning.
Toppings & Assembly
Assemble: Spoon the warm Gaucho beef mixture onto toasted bread, rolls, or arepas. Serve with lime or lemon wedges on the side to squeeze over if desired.
Serve: Offer extra chopped parsley and additional red pepper flakes at the table. Best served immediately.
