Preheat & prepare cauliflower
Preheat oven to 425°F (220°C). Line a rimmed baking sheet with parchment or lightly oil it. In a large bowl, combine olive oil, ground cumin, smoked paprika, salt, and pepper.

Add the cauliflower florets to the bowl and toss thoroughly so each piece is evenly coated with the spiced oil. Spread the florets in a single layer on the prepared baking sheet, leaving space between pieces for even browning.

Roast on the middle rack for 20–25 minutes, turning once halfway through, until edges are deeply golden and florets are tender. For slightly charred flavor, broil 1–2 minutes at the end, watching carefully.

Remove from oven and let rest while you make the salsa verde.
Green Garlic Salsa Verde

Prepare tomatillos: place halved tomatillos on a rimmed sheet and broil or roast at 450°F (230°C) for 6–8 minutes until blistered and soft. Alternatively, simmer them in a small saucepan of water for 5–7 minutes until softened and drain.

Pulse until mostly smooth but with a bit of texture. If sauce is too thick, add water 1 tablespoon at a time (up to 2 tablespoons) until you reach a pourable, spoonable consistency.

Crispy Tostada Bases & Assembly

Crisp tortillas: To fry — heat vegetable oil in a wide skillet to 350°F (175°C). Fry tortillas one or two at a time for about 45–60 seconds per side until crisp and golden. Drain on paper towel and season lightly with salt. To bake — preheat oven to 400°F (200°C), brush both sides lightly with oil, place on a baking sheet and bake 6–8 minutes per side until crisp and golden.

If using beans: warm the refried or mashed black beans in a small saucepan or microwave until spreadable. Season with a pinch of salt if needed.

Assemble tostadas: Spread ~2 tablespoons of warmed beans onto each crispy tortilla as a base (or omit beans and go directly to salsa).

Top each tostada with a generous spoonful (about 2–3 tablespoons) of green garlic salsa verde, then arrange roasted cauliflower florets evenly across the tostadas (about 4–6 florets per tostada depending on size).

Scatter crumbled cotija or queso fresco over the top, add thinly sliced radish for crunch, and garnish with fresh cilantro leaves. Serve with lime wedges for squeezing over just before eating.

Leftovers: Keep components separate (salsa refrigerated, cauliflower in an airtight container) for up to 3 days. Re-crisp tostadas in a 350°F (175°C) oven for 3–5 minutes before assembling.
