Prepare the flavor base
Lightly bruise the whole cloves with the flat of a knife to release aroma. Using a vegetable peeler or small knife, cut the lemon and orange peels so you have only the zest (avoid white pith). Split the vanilla bean lengthwise and scrape the seeds out with the back of a knife; reserve both seeds and pod.
Make simple syrup
In a small saucepan combine the granulated sugar and water. Warm over medium heat, stirring until sugar fully dissolves. Remove from heat and allow the syrup to cool to warm (not hot) — about 10 minutes.
Combine alcohol and aromatics
In a clean 1-liter (or similar) glass jar with a tight lid, pour in the vodka and cognac. Add the cooled sugar syrup, lemon peel, orange peel, vanilla seeds and pod, bruised cloves, ground cinnamon, and grated nutmeg. If using, add the tablespoon of honey now and stir or swirl to combine.
Strain and finish
When the infusion reaches your desired balance, strain the liqueur through a fine-mesh sieve lined with a double layer of cheesecloth or a coffee filter into a clean bowl or measuring cup to remove solids and fine particles. Press gently on solids in the sieve to extract liquid, but avoid pushing through bitter pith.
Adjust sweetness and clarity
Taste the strained liqueur. If you want it sweeter or rounder, dissolve up to an additional 1–2 tablespoons sugar (or 1 tablespoon honey) into 1–2 tablespoons warm water and stir into the liqueur until fully incorporated. If any cloudiness remains, let it sit refrigerated for 24 hours and re-filter through a coffee filter.
Bottle and rest
Transfer the finished liqueur into a clean bottle with a tight cap. Label with date. The liqueur will continue to mellow; rest at least 3 days before regular use. Store in a cool dark place; shelf life is many months to a year (alcohol preserves it).
Serving suggestion
Serve chilled neat (30–45 ml per serving) or use in cocktails that call for Tuaca. Shake with ice for a chilled pour or drizzle over coffee or dessert for an aromatic sweet finish.
