Build the cocktail
Add the bourbon (2 oz), simple syrup (1/2 oz), and 2 dashes of Angostura bitters into a mixing glass or directly into the chilled rocks glass if you prefer a built drink.
Stir (optional)
If you built the drink in a mixing glass, add ice and stir gently for about 15–20 seconds to chill and slightly dilute. If built in the serving glass with ice, give it a gentle stir with a bar spoon for 10–15 seconds.
Add soda
Top with about 2 oz (a splash) of soda water. Pour gently to preserve carbonation and lightly lift the drink together; do not over-stir after adding soda to keep effervescence.
Express and garnish
Take the orange peel, hold it over the drink with the outer skin facing down about 3–4 inches above the surface, and give it a firm squeeze to express the citrus oils across the top of the cocktail. Optionally flame the peel by briefly putting a lit match or lighter between the peel and the drink while squeezing (be careful). Rub the peel around the rim of the glass, then drop the peel into the drink as a garnish.
Serve
Serve immediately while slightly effervescent. Provide a short stirrer or straw if desired.
