Clean mussels

Rinse mussels under cold water. Scrub shells and remove beards by pulling toward the hinge. Discard any mussels that remain open after a light tap or that smell strongly of ammonia.

Cook mussels

In a large wide pot or deep skillet with a tight-fitting lid, heat 1 tablespoon butter and 1 tablespoon olive oil over medium-high heat. Add half the minced shallots and half the garlic; sauté 1 minute until softened but not brown. Add 3 tablespoons white wine and 1/2 cup fish stock; bring to a simmer. Add the cleaned mussels, cover, and steam 4–6 minutes, shaking the pot once or twice, until shells open. Using a slotted spoon remove mussels to a bowl, reserving the cooking liquid in the pot. Discard any unopened mussels.

Reserve meat

Remove half of the mussels from their shells if you prefer easier eating (optional). Reserve the rest in shells for presentation. Keep 1/2 cup of the strained mussel liquor and set aside; pour any sandy bits through a fine sieve or cheesecloth into the reserved liquid.

In the same pot used for steaming (wipe out excessive grit if needed), melt remaining 2 tablespoons butter over medium heat. Add the remaining shallots, garlic, and diced fennel. Sauté gently 3–4 minutes until translucent and fragrant but not browned.

Stir in the diced tomato and 1 teaspoon tomato paste, and cook 2 minutes to concentrate flavors.

Liquids & Stocks

Pour the reserved mussel cooking liquid into the pot along with the remaining 1/2 cup fish stock (or use the total 1 cup stock now if you didn't reserve). Increase heat to bring mixture to a gentle simmer and scrape up any browned bits. Add the remaining 2 tablespoons white wine and let reduce for 2–3 minutes by about one-third.

Lower heat to medium-low and stir in the heavy cream. Simmer gently 4–5 minutes, stirring occasionally, until sauce thickens slightly and coats the back of a spoon.

Flavoring & Finishing

Whisk in Dijon mustard, lemon juice, sea salt, black pepper, and red pepper flakes (if using). Taste and adjust seasoning—add up to 1/4 teaspoon more salt or a squeeze more lemon as needed.

Fold in the chopped lobster meat and the reserved shelled mussels. Warm through 1–2 minutes—do not boil once cream and lobster are added to avoid toughening the lobster.

Add the mussels in shells back to the pot for presentation (if you reserved them). Sprinkle in chopped parsley and tarragon and give a gentle toss to distribute herbs.

To Serve

Ladle mussels and lobster into shallow bowls with plenty of the lobster-cream broth. Garnish with extra chopped parsley and an additional grind of black pepper.

Serve immediately with slices of crusty bread or grilled baguette to soak up the sauce.
