Prepare and clean mussels

Rinse mussels under cold water, discard any that are open and do not close when tapped. Scrub shells and remove beards with a small knife or by pulling firmly. Set aside in the refrigerator while you prepare other components.

Sweat aromatics and steam mussels

In a large heavy-bottomed pot or Dutch oven, melt 2 tablespoons butter over medium heat. Add the finely minced shallot and sauté for 2–3 minutes until translucent but not browned. Add the minced garlic and cook 30 seconds until fragrant. Pour in 3 cups dry white wine, bring to a simmer, then add the cleaned mussels. Cover the pot and steam for 5–7 minutes, shaking the pot once or twice, until mussels open. Discard any mussels that remain closed. Using a slotted spoon transfer opened mussels to a large bowl, leaving the cooking liquid in the pot.

Season mussels

Taste the cooking liquid and season with 1 teaspoon sea salt and 1/2 teaspoon freshly ground black pepper if needed. Sprinkle 1/4 cup chopped parsley over the mussels and squeeze a little lemon over them. Keep warm while you make the lobster cream sauce.

Infuse stock (optional, for deeper lobster flavor)

If using lobster shells, heat 1 tablespoon butter in a medium saucepan over medium heat. Add lobster shells and lightly brown for 2–3 minutes. Add 1/2 cup dry white wine and simmer until reduced by half. Add 1 cup fish or lobster stock and simmer 8–10 minutes, then strain shells out. You should end with ~1 cup flavored stock. If not using shells, proceed with prepared stock.

Cook aromatics

In a separate skillet, melt 3 tablespoons butter over medium heat. Add the finely minced shallot and cook 2–3 minutes until soft. Add the minced garlic and cook 30 seconds. Stir in 1 teaspoon tomato paste and cook 1 minute to remove raw flavor.

Deglaze and reduce

Pour 1/2 cup dry white wine into the skillet to deglaze, scraping any brown bits. Simmer until wine is reduced by about half (2–3 minutes). Add the prepared lobster/fish stock (about 1 cup) and bring to a simmer. Reduce the liquid by roughly a third, 4–6 minutes, to concentrate flavor.

Finish the cream

Lower heat to medium-low and stir in 3/4 cup heavy cream. Simmer gently until the sauce thickens slightly, 3–5 minutes. Whisk in 1 teaspoon Dijon mustard, 1 tablespoon chopped fresh tarragon (or 1/2 tsp dried), 1/2 teaspoon salt, 1/4 teaspoon freshly ground black pepper and 1 teaspoon fresh lemon juice. Taste and adjust seasoning.

Add lobster meat

Fold in the chopped cooked lobster meat and warm through for 1–2 minutes—do not boil once cream is added to avoid breaking the sauce. If the sauce is too thick, add a splash (1–2 tablespoons) of reserved mussel cooking liquid or stock to loosen.

Assembly & Serve

Return the steamed mussels to the pot or place them in a large shallow serving bowl. Pour the lobster cream sauce over the mussels, gently tossing to coat (or ladle around them). Sprinkle extra chopped parsley (2 tablespoons) on top for color.

Serve immediately with lemon wedges and sliced crusty bread to soak up the sauce. Makes elegant starter or light main—enjoy hot.
