Method
Tartar Sauce

In a small bowl combine mayonnaise, diced pickles, chopped capers, lemon juice, Dijon, chopped parsley, hot sauce (if using), salt, and pepper. Mix until smooth. Taste and adjust salt, lemon or mustard as needed. Refrigerate while you prepare the clams; sauce can be made up to 1 day ahead.

Prepare clams
Pat the whole-belly clams dry with paper towels. If clams are large, cut into 1–1.5 inch pieces so they fit comfortably on the roll. Drying thoroughly helps the coating stick and reduces oil splatter.

Make dredge & egg wash
In a shallow bowl whisk together the 3 tbs flour, cornstarch, cornmeal (if using), salt, pepper and garlic powder. In a separate bowl whisk the egg with the milk until combined.

Coat clams
Working in a single layer, toss or dredge the clams first in the dry flour mixture (lightly shake off excess), then dip into the egg wash, then return to the dry mix for a final light coating. Place coated clams on a wire rack and let rest 5 minutes to help adhesion.

Heat oil and fry
Pour oil into a heavy skillet to a depth of about 1/2 inch and heat over medium-high until it reaches 350°F (175°C) or a small breadcrumb sizzles and browns in about 10–15 seconds. Add clams in a single layer without crowding (work in batches). Fry 1.5–2.5 minutes per side, until golden brown and crisp. Use a slotted spatula to transfer clams to a paper-towel-lined tray to drain. Keep warm on a low oven (200°F/95°C) if needed while you finish the rest.

If oil starts smoking or browns too quickly, lower heat. After frying all clams, taste one to ensure doneness — whole-belly clams cook quickly; avoid overcooking to keep them tender.
Rolls & Assembly

Butter and toast rolls
Melt the unsalted butter in a skillet over medium heat. Lightly butter the cut sides of each roll and toast in the skillet, cut-side down, until golden and slightly crisp, about 1–2 minutes.

Assemble clam rolls
Spread 1 to 2 tablespoons of tartar sauce on the bottom (and/or top) interior of each toasted roll. Arrange a layer of shredded lettuce or microgreens on the bottom if using. Divide the fried clams evenly among the 4 rolls (about 4 oz clam per roll). Top with a little pickled red onion if using and an extra drizzle of lemon juice. Close rolls and serve immediately with lemon wedges on the side.

Serve hot so the clams stay crisp. Leftover tartar sauce keeps refrigerated up to 3 days; leftover fried clams are best eaten the same day.
