Prepare the beef
Trim excess fat and membrane from the skirt or flank steak. Slice the meat across the grain into 1/4-inch strips. Pat the slices dry with paper towels to remove surface moisture — this helps achieve a crisp exterior.

Marinate
In a bowl combine minced garlic, ground cumin, dried oregano, smoked paprika, kosher salt, black pepper and fresh lime juice. Add the sliced beef and toss thoroughly to coat. Let marinate at room temperature for 15–20 minutes (or refrigerate up to 1 hour). If refrigerated, bring back to room temperature for 15 minutes before frying.

Heat oil
In a large heavy skillet (cast iron recommended) heat 1/2 cup vegetable oil over medium-high heat until shimmering and just starting to smoke lightly (about 375°F / 190°C if using a thermometer). The pan should be hot to get a quick sear and crisping.

Fry the beef
Working in a single layer, add half of the marinated beef to the hot oil (do not overcrowd). Fry, stirring occasionally and flipping pieces so all sides brown, for 3–5 minutes until edges are deeply browned and crisp but interior remains tender. Remove with a slotted spoon to a paper towel–lined tray to drain. Repeat with the remaining beef. If the pan becomes crowded or drops in temperature, pour off excess oil so meat crisps rather than stews.

Finish with lime
When all beef is cooked, return everything to the pan for 30–45 seconds over high heat to re-crisp if needed. Squeeze 1 tablespoon lime juice over the beef and toss to coat. Taste and adjust salt or lime as desired.

Crisp the onions
While the beef cooks (or in a separate small skillet), add 1–2 tablespoons of the hot frying oil and set over medium-high heat. Add thinly sliced onion and sauté, stirring occasionally, until the onion turns golden and edges start to crisp, about 6–8 minutes. Remove and drain on paper towels.

Assemble
Transfer the fried beef to a serving platter. Scatter the crispy onions over the top. Sprinkle chopped cilantro and parsley (if using) and red chile flakes or ají picante to taste. Serve with lime wedges alongside to squeeze over each portion.

Warm tortillas on a dry skillet or directly over a gas flame until pliable. Serve chuloto in tortillas with beans and sliced avocado or guacamole. Offer extra lime wedges and hot sauce at the table.
