Prepare the Cauliflower
Cut the cauliflower head into bite-sized florets and set aside.

Make the Batter
In a large bowl, combine the all-purpose flour, cornstarch, baking powder, salt, and black pepper. Gradually whisk in the water until the mixture is smooth and thick.

Heat the Oil
In a deep pan or fryer, heat the oil over medium-high heat until it reaches 350°F (175°C).

Fry the Cauliflower
Dip each cauliflower floret into the batter, allowing any excess to drip off, then carefully place into the hot oil. Fry in batches for about 4-5 minutes, or until golden brown and crispy. Remove with a slotted spoon and drain on paper towels.

Combine Ingredients
In a small saucepan over medium heat, combine the sweet chili sauce, rice vinegar, soy sauce, sesame oil, minced garlic, and grated ginger.

Simmer the Sauce
Bring the mixture to a simmer, stirring occasionally, and let it cook for 3-4 minutes until slightly thickened. Remove from heat and set aside.
Assembly and Serving

Prepare the Garnish
In a bowl, mix the shredded red cabbage and chopped frisée lettuce.

Plate the Dish
On a serving platter, create a bed of the cabbage and frisée mixture. Top with the crispy fried cauliflower and drizzle generously with the sweet chili glaze.
