Dough Preparation

Mix Dry Ingredients

In a large mixing bowl, combine the all-purpose flour, salt, and baking powder. Stir until well mixed.

Add Wet Ingredients

Create a well in the center of the flour mixture. Pour in the water and olive oil. Mix with a fork until the dough starts to come together.

Knead the Dough

Transfer the dough onto a lightly floured surface. Knead for about 5 minutes, until smooth and elastic. Cover with a damp cloth and let it rest for 30 minutes.

Cook the Meat

In a large skillet over medium heat, add the ground beef. Cook until browned, breaking it up with a spoon, about 5-7 minutes.

Add Vegetables and Spices

Add chopped onion, minced garlic, and diced bell pepper to the skillet. Cook for another 5 minutes until the vegetables are softened. Stir in chili powder, cumin, salt, and black pepper.

Add Cheese and Cilantro

Remove from heat and stir in shredded cheddar cheese and chopped cilantro until well combined. Set aside to cool slightly.

After the dough has rested, divide it into 8 equal portions. Roll each portion out into a circle about 6 inches in diameter on a floured surface.

Place about 1/4 cup of the filling in the center of each dough circle. Fold the circle over to create a half-moon shape and press the edges to seal.

In a large skillet, heat some oil over medium heat. Cook each filled dough for about 3-4 minutes on each side, or until golden brown. Remove and drain on paper towels.
