Pork Belly Filling

Prepare pork belly
Trim skin if present and cut pork belly into small 1/4" dice so pieces will cook quickly and fit inside wrappers.

Heat a large skillet or medium saucepan over medium heat and add 2 tablespoons neutral oil. Once hot, add the diced pork belly in a single layer and render for 6–8 minutes, stirring occasionally, until fat renders and edges begin to brown.

Add diced carrots and cook 3–4 minutes until they begin to soften. Stir in shredded cabbage and cook until cabbage wilts, about 2–3 minutes.

Season the mixture with soy sauce, fish sauce, brown sugar and ground black pepper. Stir to combine and cook 1 minute to let flavors marry.

Pour 120 ml (about 1/2 cup) water to deglaze the pan, scraping browned bits from the bottom. Bring to a simmer and cook until most of the liquid has evaporated and the mixture is relatively dry but still moist, about 4–6 minutes. Taste and adjust seasoning (more soy or fish sauce to taste). Remove from heat and let cool to room temperature in a shallow dish.

Prepare a small bowl with the flour-and-water glue: whisk 2 tablespoons flour with 60 ml water until smooth and no lumps remain.

Lay out a lumpia wrapper on a clean surface with one corner pointing toward you (diamond shape). If wrappers stick together, dust lightly with cornstarch and separate.

Place about 1.5 tablespoons of cooled pork belly filling horizontally across the lower third of the wrapper, leaving about 1/2" margin from the edges. Do not overfill—wrapper should be easy to roll.

Fold the bottom corner up over the filling, tuck snugly, then fold the two side corners in toward the center. Roll away from you to form a neat cylinder. Brush a little of the flour glue on the top corner to seal. Repeat until all filling or wrappers are used. Expect about 20–24 pieces depending on fill amount.

Fry lumpia in batches, seam-side down first, without overcrowding. Cook 3–4 minutes per batch, turning occasionally, until wrappers are evenly golden brown and crisp. Adjust heat to maintain temperature near 350°F.

Use a slotted spoon to transfer fritters to a wire rack or paper towels to drain. Let rest 2–3 minutes before serving so filling sets slightly and is not scorching hot.
Dipping Sauce (Garlic Vinegar) and Finish

While lumpia fry, combine 120 ml vinegar with sliced garlic, chopped chili, sugar and salt in a small bowl. Stir until salt and sugar dissolve. Let sit at least 10 minutes for flavors to marry; longer for a mellower sauce. Taste and adjust—add more sugar to soften acidity or more chili to increase heat.

Transfer lumpia to a serving platter, scatter sliced green onions over the top for brightness, and serve with the garlic vinegar and calamansi or lime wedges on the side.

Serve hot as late-night snack. Leftovers can be refrigerated for up to 2 days and re-crisped in a 375°F (190°C) oven for 8–10 minutes.
