Prepare the meat
If using a whole beef head, remove large bone fragments and separate cheek/jaw meat into chunks roughly 2–3 inches; if using beef cheeks or prebutchered cabeza meat, trim excess heavy connective tissue but leave some fat for flavor. Pat the meat dry and season all over with 1 tablespoon of the salt.

Sear for flavor
Heat 2 tablespoons vegetable oil in a large heavy-bottomed Dutch oven or deep skillet over medium-high heat until shimmering. Sear the meat in batches, 3–4 minutes per side, until well-browned and caramelized. Remove browned pieces and set aside.

Aromatics and deglaze
Lower heat to medium. Add the whole onion (halved) and whole garlic cloves to the pot and cook, stirring, until fragrant and lightly browned, about 3–4 minutes. Push aromatics to the side and add a splash of beef stock (about 1/4 cup) to deglaze the pan, scraping up browned bits.

Braise slowly
Return the seared meat to the pot. Add remaining beef stock (to reach about 3–4 cups total liquid), bay leaves, oregano, peppercorns, and remaining 1 tablespoon salt. The liquid should come about halfway up the meat; add a little water if necessary. Bring to a gentle simmer, then cover and reduce heat to maintain a very gentle simmer. Alternatively, cover and braise in a 300°F (150°C) oven. Braise until meat is extremely tender and can be shredded with little resistance, 3 to 4 hours.

Rest and reserve braising liquid
When meat is fork-tender, remove pot from heat and let cool slightly, about 15 minutes. Transfer meat to a cutting board. Reserve the braising liquid; skim fat from the surface and set aside 1/2 cup of warm braising liquid for moistening shredded meat later.

Shred and adjust seasoning
Using two forks or your fingers, shred the meat into bite-sized pieces, discarding any large bits of bone or cartilage. Taste and adjust seasoning; add up to 1/2 teaspoon salt if needed and moisten with some reserved braising liquid until juicy but not soupy.

Warm and prepare tortillas
Heat a heavy skillet or comal over medium-high heat. Warm tortillas directly on the skillet for 20–30 seconds per side until pliable and slightly charred. Keep wrapped in a clean kitchen towel to stay warm. Alternatively, warm a stack wrapped in foil in a 350°F oven for 8–10 minutes.

Crisp the meat (optional, for chew and caramelization)
For extra chewy edges and caramelized flavor, heat 2 tablespoons neutral oil or lard in a skillet over medium-high. Add shredded cabeza in a single layer and let sit without stirring for 2–3 minutes to develop crispy edges. Flip or stir and crisp additional 1–2 minutes. Remove from skillet and keep warm. If meat seems dry, add a tablespoon or two of reserved braising liquid while crisping.

Assemble tacos
Place about 2–3 tablespoons of shredded cabeza in the center of a warm tortilla (adjust to appetite). Top with a pinch of diced white onion, a sprinkle of chopped cilantro, and a drizzle of salsa (verde or roja) to taste. Squeeze fresh lime over the top and add a light pinch of finishing salt if desired.

Serve
Serve tacos immediately while hot and juicy. Provide extra lime wedges, salsa, and reserved braising liquid on the side for those who want to add extra moisture.
