Prepare the Marinade
In a large bowl, combine soy sauce, fish sauce, brown sugar, lime juice, minced garlic, chopped chilies, salt, and black pepper. Stir until the sugar dissolves.

Marinate the Wings
Add the chicken wings to the marinade, making sure they are well coated. Cover and refrigerate for at least 1 hour, preferably overnight.

Heat the Oil
In a large frying pan or wok, heat vegetable oil over medium-high heat until hot.

Fry the Wings
Remove the wings from the marinade, allowing excess marinade to drip off. Fry the wings in batches until golden brown and cooked through, about 8-10 minutes per batch.

Add Thai Basil
Once the wings are cooked, add the Thai basil leaves to the pan and stir-fry for an additional 1-2 minutes until the basil is wilted and fragrant.

Serve
Remove the wings from the pan and serve immediately, garnished with additional basil and lime wedges if desired.
