Prep and season
Pat chicken thighs dry with paper towels. Trim excess fat and, if very large, halve into 2 pieces each for bite-size pieces. Season evenly with fine salt, black pepper, and garlic powder, rubbing into the meat.
Coat
Place the cornstarch in a shallow bowl or zip-top bag. Dredge each seasoned thigh piece in cornstarch, shaking off excess. The coating should be light but even; this will crisp in the pan and help the sauce stick.
Pan-fry until crispy
Heat a large heavy skillet (cast-iron or stainless steel) over medium-high heat. Add 3 tablespoons neutral oil and let it shimmer. Working in a single layer (work in batches if necessary), add chicken pieces skin-side down. Fry without moving 5–7 minutes until deep golden brown and crisp. Flip and cook another 4–6 minutes until cooked through (internal temperature 74°C / 165°F). Transfer cooked pieces to a wire rack or paper towel-lined plate and keep warm.
Sticky Smoky Sauce
Combine sauce base
While chicken rests, wipe out excess oil from the pan leaving brown bits. Reduce heat to medium. Add minced garlic and grated ginger to the pan and sauté 30–45 seconds until fragrant (do not burn). Pour in soy sauce, honey, brown sugar, rice vinegar, smoked paprika, sriracha, sesame oil, and 1/4 cup water. Stir and bring to a gentle simmer, scraping up browned bits from the pan.
Thicken the sauce
Stir 1 teaspoon cornstarch into 1 tablespoon cold water to make a slurry. Slowly whisk the slurry into the simmering sauce. Continue simmering 1–2 minutes until sauce becomes glossy and coats the back of a spoon. Taste and adjust: add a pinch more smoked paprika for smoke, a little more honey if you want sweeter, or 1 teaspoon soy for saltiness.
Coat the chicken
Return the crispy chicken pieces to the pan and toss to coat thoroughly in the sticky sauce. Cook together 1–2 minutes so sauce clings and chicken finishes heating. If sauce reduces too much, add 1–2 tablespoons water to loosen.
Finish & Serve
Transfer sauced chicken to a serving platter. Sprinkle with toasted sesame seeds and sliced green onions. Serve immediately with lime wedges on the side to squeeze over if desired. Recommended accompaniments: steamed rice, simple slaw, or pickled cucumber.
