Prepare Oysters

Clean and chill
Rinse the oyster shells thoroughly under cold running water and scrub any grit with a stiff brush. Place crushed ice in a large shallow serving platter or on individual plates to create a cold bed; reserve remaining ice for a tray if needed. Keep oysters cold in refrigerator until ready to shuck.

Shuck oysters
Using an oyster knife and a thick glove or towel, hold the oyster flat side up. Insert the knife at the hinge, twist gently to pop it open, slide the blade along the top shell to cut the adductor muscle, and remove the top shell. Then slide the blade under the oyster to free it from the bottom shell while keeping the oyster level to retain its liquor. Discard any fragments of shell. Place each shucked oyster on the ice bed in its bottom shell. Repeat for all oysters.

In a small bowl combine the finely minced shallot and red wine vinegar. Add the coarse ground black pepper, sugar (if using), chopped chives (if using), and a pinch of sea salt. Stir to dissolve the sugar. Taste and adjust seasoning — the mignonette should be bright and tangy. Refrigerate for at least 15 minutes to let flavors meld; this can be made up to 24 hours ahead.
Make Cocktail Sauce

In a small bowl mix ketchup, prepared horseradish, Worcestershire sauce, lemon juice, and a dash of hot sauce if desired. Taste and adjust horseradish for heat or lemon for brightness. Chill until ready to serve.

Arrange the platter: ensure oysters are sitting securely on the crushed ice, spaced so guests can easily pick them up. Place small bowls with mignonette and cocktail sauce on the platter or nearby.
