Prepare filling

Soften cream cheese at room temperature for 20–30 minutes so it's easily mashable. Transfer to a medium mixing bowl.

Add grated cheddar, chopped cilantro, sliced green onions, garlic powder, smoked paprika, salt, black pepper and hot sauce (if using). Mix until fully combined and smooth. Taste and adjust seasoning if needed. Chill in the refrigerator for 10 minutes to firm slightly if desired.
Prepare jalapeños

Rinse and dry the jalapeños. Wearing gloves (recommended), slice each jalapeño lengthwise down the middle and remove seeds and membranes with a small spoon to reduce heat, leaving the stem intact if you want a handle. For milder poppers, remove more membrane; for hotter, leave some.

Pat the pepper halves dry with paper towels. Arrange them cut-side up on a work surface.
Fill peppers

Using a small spoon or a piping bag fitted with a plain tip, fill each jalapeño half with the cream cheese mixture, mounding slightly but not overfilling. You should have about 24 filled halves.

Place filled peppers on a tray and refrigerate for 10–15 minutes to help the filling firm up so it adheres better during coating.
Set up coating station

Place flour in a shallow bowl and season lightly. In a second shallow bowl, whisk eggs with the milk until smooth. In a third bowl, combine panko breadcrumbs, grated Parmesan, kosher salt and black pepper.

Fry the poppers

If deep-frying: pour oil into a heavy-bottomed pot or deep fryer to a depth of about 2–3 inches (about 3–4 cups depending on pot). Heat oil to 350°F (175°C). If shallow-frying: heat 1/4–1/2 inch oil in a large skillet over medium-high heat until shimmering.

Fry the coated jalapeño poppers in batches to avoid crowding. Cook 2–3 minutes per side (deep-frying) until golden brown and crispy; for shallow-frying, fry 3–4 minutes per side, adjusting heat so breadcrumbs brown but do not burn. Use a slotted spoon or tongs to transfer to a paper towel–lined tray to drain.

Let poppers rest 2–3 minutes so filling sets but remains hot. (Internal filling will be very hot—allow a brief cool-down before serving.)
Bake alternative (optional)

Preheat oven to 425°F (220°C). Place coated poppers on a parchment-lined baking sheet. Spray lightly with oil. Bake 15–20 minutes, turning once, until golden and crisp. This method is slightly less crunchy but lighter in oil.
Serve

Arrange poppers on a serving platter. Garnish with fresh cilantro leaves and lime wedges. Serve immediately with optional dipping sauces such as ranch, blue cheese, or a smoky chipotle mayo.
