Soak bulgur
Place fine bulgur in a small bowl and cover with cold water by about 1/2 inch. Let soak 10–15 minutes until softened. Drain thoroughly in a fine-mesh sieve, pressing out as much water as possible. Transfer to a bowl and squeeze any remaining moisture with your hands or a clean towel.
Prepare meat
Cut the very cold, partially frozen lean meat into 1-inch cubes. Keeping meat cold is critical for safety and texture. Return cubes to the refrigerator until ready to grind.
Grind meat (or use food processor)
Using a chilled meat grinder (preferred) fitted with a fine plate, grind the meat once, then again to achieve a silky texture. If using a food processor, work in very small batches: pulse 8–12 times in short bursts, scraping down sides, until meat is smooth but not paste-like. Keep meat and bowl chilled between batches. After processing, transfer meat to a bowl and refrigerate briefly if it warmed.
Combine base ingredients
In a large bowl or the bowl of a food processor, combine the ground cold meat, drained bulgur, fine sea salt, ground allspice, cinnamon, and black pepper. Add the very cold ice water. If using a food processor, pulse until mixture becomes smooth and cohesive — about 20–30 seconds in total, scraping bowl once — but avoid overprocessing that makes it pasty. By hand, knead the mixture vigorously for 3–5 minutes until it feels sticky and holds together when pressed.
Test texture
Pinch off a small piece and form into a small patty. If it holds together without crumbling, the texture is correct. If too wet, add a teaspoon of bulgur; if too dry and crumbly, add 1 teaspoon cold water and knead again. Adjust seasoning to taste (remember kibbeh is often served with lemon and olive oil).
Chill to firm
Cover and refrigerate the kibbeh mixture for at least 30 minutes to let flavors marry and texture firm up, making it easier to plate.

Using a spoon or your hands, transfer chilled kibbeh mixture to a serving platter. Press it into an even, flat layer about 1/2 inch thick, or shape into a mound with a shallow well in the center for olive oil. Smooth the surface with wet hands or the back of a spoon.
Optional filled variation
If using the filling: flatten a walnut-sized piece of the kibbeh mixture in your palm, place about 1 teaspoon of cooled filling in the center, then fold and seal to form a small oval or round; arrange on the platter. Note: the filled kibbeh traditionally may be fried or baked; raw filled kibbeh is uncommon due to food-safety concerns — if serving raw, ensure all ingredients are from very fresh, reputable sources and that the filling was cooled thoroughly and handled hygienically.
