Kibbeh (shell and filling)
Prep bulgur
Place fine bulgur in a large bowl and pour 1 cup cold water over it. Cover and let soak 10–15 minutes until tender but not mushy. Drain any excess water and squeeze lightly to remove moisture.
Make kibbeh dough (shell)
In a food processor, combine the drained bulgur, the 2/3 portion of ground meat, grated onion (for shell), 1/2 teaspoon salt, 1/2 teaspoon black pepper, 1/2 teaspoon ground allspice, and 1/4 teaspoon cinnamon. Pulse until the mixture becomes a smooth, elastic paste (about 1–2 minutes). Add up to 1/4 cup ice water as needed to achieve a smooth workable dough that holds together. If you do not have a food processor, knead the soaked bulgur and meat vigorously in a bowl for 6–8 minutes until the mixture is cohesive and slightly sticky.
Make filling
Heat 2 tablespoons olive oil in a skillet over medium heat. Add the chopped onion for the filling and sauté until translucent, about 4–5 minutes. Add the 1/3 portion of ground meat, 1/2 teaspoon salt, 1/2 teaspoon allspice, 1/4 teaspoon cinnamon and 1/4 teaspoon black pepper. Cook until the meat is browned and crumbly, about 6–8 minutes. If using pine nuts, toast them in a separate small pan until golden (about 2–3 minutes) and stir them into the cooked filling. Adjust seasoning and remove from heat; let cool to room temperature.
Shape kibbeh (oval or torpedo)
Wet your hands slightly. Take a walnut-sized piece of the kibbeh dough and form it into a ball. Using your thumb, press into the center to create a hollow shell with thin walls (about 1/8" thick). Spoon roughly 1 teaspoon of filling inside. Pinch closed and shape into an elongated oval or torpedo. Repeat with remaining dough and filling. If the dough is too sticky, chill 10 minutes or dust hands with a little semolina; if too dry, knead in a teaspoon of ice water.
Fry kibbeh
Pour about 1/2–3/4 inch vegetable oil into a heavy skillet and heat over medium-high until it reaches 350°F (175°C) or a small piece of dough sizzles immediately. Fry kibbeh in batches, seam-side down first, turning carefully to brown evenly on all sides, about 3–4 minutes per side until deep golden brown. Transfer to a paper towel-lined tray to drain and keep warm. Reserve on a plate; these will later go into the yogurt sauce briefly to absorb flavor.
Yogurt-ghee sauce (Labanyeh)
Prepare yogurt base
In a medium saucepan, whisk together 3 cups plain yogurt, 2 egg yolks, 1 teaspoon cornstarch (or semolina) and 1/2 cup water until completely smooth. This stabilizes the yogurt to reduce splitting when heated. Add 3/4 teaspoon salt and 1/4 teaspoon black pepper. Place the pan over low heat.
Cook sauce gently
Stir the yogurt mixture constantly over low heat, bringing it slowly to just below simmer (do not boil). The mixture should thicken slightly and become warm throughout — this takes about 8–10 minutes. Keep the heat low and continue stirring to prevent curdling. If the sauce appears to curdle, remove from heat for a minute and whisk vigorously, then return to low heat.
Finish with garlic and coriander
While the yogurt warms, melt 4 tablespoons ghee in a small skillet over low heat. Add the minced garlic and gently cook until fragrant and lightly golden (30–60 seconds) — do not brown. Stir the garlic and ghee into the warmed yogurt sauce along with 1/4 cup chopped fresh coriander (cilantro) and 1 tablespoon lemon juice (optional). Taste and adjust salt and pepper.
Combine fried kibbeh with sauce
Reduce the yogurt sauce to low heat. Gently nestle the fried kibbeh into the warm yogurt sauce in a single layer so they absorb flavor; do not simmer vigorously. Let them warm in the sauce for 2–3 minutes, spooning sauce over each piece so they are partially submerged. This step softens the exterior slightly while keeping a crisp edge.
Garnish and serve
Transfer kibbeh and sauce to a serving dish. Drizzle the remaining melted ghee or a teaspoon of olive oil over the top, scatter toasted pine nuts and 2 tablespoons chopped fresh coriander. Serve warm with extra lemon wedges and fresh greens or flatbread on the side.
